<itunes:subtitle>As Europe struggles under widespread spending cuts, it seems that the theory behind austerity may, in fact, be flawed.</itunes:subtitle>
<itunes:summary>Over the course of the last three years, Europe has changed beyond anybody's reckoning. And it has all been because of one thing, one overriding necessity forced on the people by the political class of a continent: austerity. The theory goes that growth slows when a country's debt rises above 90 percent of its GDP. In other words, too much debt means the economy cannot grow. And the theory seemed sound. So sound, in fact, that it is used by politicians - mostly in Europe - to slash their spending leading to mass unemployment, anaemic growth and struggling economies. But it does not seem to be working in Europe. And according to findings by a 28-year old graduate student, the premise upon which austerity theory was based is flawed.</itunes:summary>

<itunes:subtitle>What are the challenges facing Lisbon as it tries to keep the country's deal with the IMF on track?</itunes:subtitle>
<itunes:summary>The eurozone's economic problems are never far from the headlines. Portugal, which is already on the periphery of Europe, is perhaps drifting further after the constitutional court blocked some of its reforms. The country faces legal challenges to meeting its agreement with the International Monetary Fund (IMF). This week, Counting the Cost goes behind the numbers to look at the real hurdles Lisbon is facing, as it tries to keep the country's deal with the IMF on track.</itunes:summary>

<itunes:subtitle>We look at how a pressing need to cut back spending is seeing drastic changes to the UK's beloved welfare state.</itunes:subtitle>
<itunes:summary>Austerity seems inescapable, even in a prosperous developed country like Britain, which is going through some of the worst cut-backs since the Great Depression. Some of it simply comes from the UK, and so many other countries, still trying to find a way out of the financial crisis. But there is another element - a perception that things have gotten a bit too easy and that the once-beloved 'welfare state system' has gotten abused, and needs to be tightened up. Britain is instigating the biggest changes in its welfare state since the 1940's, remaking a system that has been seen as an example for developed economies. The changes are across the board: housing and sickness benefits, disability allowances, and a cap on individual welfare payments.</itunes:summary>

<itunes:subtitle>We examine the BRICS, the deals, the critics and whether China can shape a new world order.</itunes:subtitle>
<itunes:summary>It was 599 years ago that Admiral Zheng - in a show of Chinese power - sailed down the east coast of Africa. The year was 1414, and he took home with him - a giraffe. Today, China is more interested in oil and gas off the cost of Mozambique and Tanzania, and it has been welcomed with open arms, as it lavishes it wealth across the continent. Can there be partnership without plundering? Is China a new colonial power, or just misunderstood?</itunes:summary>

<itunes:subtitle>Switzerland's commodities sector has grown spectacularly over the past decade, but is it an industry beyond the law?</itunes:subtitle>
<itunes:summary>From Switzerland to the world - they are the giants of commodity trading, but can they shake off the tag of 'modern day slave masters'? This week on Counting the Cost we examine the commodities industry - the very essentials, the raw materials and resources that we simply cannot live without. These are traded all over the globe - everything from oil to copper, sugar to precious minerals. A country normally associated with great lakes, political neutrality and the Red Cross can now be associated with the global commodities industry as Switzerland is home to some of the biggest commodities companies in the world. But why has that one region out surpassed the others in the commodities business? And is it possible to regulate the globalised, multi-billion dollar companies which operate within it?</itunes:summary>

<itunes:subtitle>We ask if targeting UK banks is a protectionist move to secure New York's position as the centre of Western capitalism.</itunes:subtitle>
<itunes:summary>Is the US unfairly targeting UK banks in a protectionist move to secure New York's position as the centre of Western capitalism? In the last few years, HSBC, Barclays and Lloyds have all paid hefty fines. The latest bank to be targeted was Standard Chartered. It has been accused of hiding $250bn in transactions with Iran. The London-based bank denies the accusations. But the US justice department decided not to pursue criminal charges against Goldman Sachs for its part in the financial crisis. We speak to Angus Campbell, the head of market analysis at London Capital Group, and ask: Is Washington just picking up from where UK regulation fails? What needs to happen for Egypt's economy to get back on its feet? Our reporter Rawya Rageh joins us on the programme to tell us what is going on in Egypt as she goes looking for young entrepreneurs who are setting up new businesses as foreign investors flee the country. Plus, it is holiday season in the northern hemisphere which means, in theory, good times for the hospitality business. But does anyone in Europe have money to be splashing out on fancy hotels? Will anyone come to the Middle East when it is pushing 50 degrees outside?</itunes:summary>

<itunes:subtitle>When the last medal is handed out, will British taxpayers get the legacy they are paying for?</itunes:subtitle>
<itunes:summary>As the 2012 London Olympics begin, we are focusing the world's most-watched sporting festival on this special edition of Counting the Cost. So what is the price tag for London's Games? And when the games are over and the last medal is handed out, what kind of legacy will be left? Joining us to discuss this is Daniel Moylan, the chairman of the London Legacy Development Corporation; and Pamela Gardner, the director of neighbourhoods and communities at East Thames, a housing provider and social regeneration charity. A more immediate challenge than creating a legacy is providing security. And the scale of the security operation for London 2012 is quite staggering. Joining us is Dr. Pete Fussey, a senior lecturer in Criminology at the University of Essex whose work has focused on security and regeneration in relation to major events. Counting the Cost is also looking at the Olympic trademark and the issues behind it. Why are small British businesses being prevented from benefiting from Olympic fever? Is the Olympic branding clampdown going too far? And are Olympic organisers killing off the spirit of the games?</itunes:summary>

<itunes:subtitle>We look at the challenges facing the tourism industry in Egypt, the Philippines and London.</itunes:subtitle>
<itunes:summary>This week we are going to take you on holiday on Counting the Cost.

Tourism is the biggest service industry in the world and we are right in the middle of peak season. Between May and August - summer in the Northern Hemisphere - some 415 million tourists are expected to travel on their holidays.

The top five destinations last year, in terms of number of visitors were Italy with 46 million, Spain with 56,7 million, China with 57,6 million, and the US was second with over 62 million, and at the top of the list is France with 79,5 million visitors.

Down the other end of the scale though, the Middle East and North Africa took a massive hit because of the Arab Spring - losing about five million tourists last year.

But we are going to focus on Egypt where there are signs of a recovery.

The number of tourists jumped 29 per cent between January and May this year compared to the same period a year ago, when the revolution was still dominating the headlines.

Al Jazeera's Jacky Rowland looks at some of the efforts being made to bring tourists back to Egypt.

We also look at toursim in the Philippines, and how that ongoing dispute over the South China Sea is keeping Chinese tourists away.

And of course London - the Olympics are in town and there is a packet to be made, but why are these people leaving their homes during the Games?</itunes:summary>

<itunes:subtitle>How will the prime minister's tough new austerity plan, imposed under EU pressure, impact the Spanish people? Plus, the deadly side of the Farnborough Airshow; trading on testosterone; and building future in Gaza.</itunes:subtitle>
<itunes:summary>Protesters say they cannot take any more pain, but the prime minister is still announcing new austerity measures. With debt, budget cuts, unemployment, strikes and violent protests on the streets, Madrid was starting to look a lot like Greece this week, as the reality of austerity in Spain came down, and came down hard. At the start of the week, things actually looked good for Spain. The EU had agreed to loan Spain's banks billions of euros, and give it an extra year to bring down the budget deficit. But in return, Prime Minister Rajoy had to make more cuts. The aim is to cut the budget deficit by almost $80bn, over two and a half years. But to do that sales tax will go up from 18 to 21 per cent. And there will be cuts to unemployment benefits and civil service pay. People say they cannot take it anymore, but is there an alternative to more cuts? Joining us from Barcelona is David Lizoain, a blogger at the Social Europe Journal and the Economy and Europe secretary for the Socialist Youth of Spain. Also on Counting the Cost this week: The deadly side of the Farnborough Airshow: we focus on the defence deals done - who is buying, who is selling, and how much is it all worth? Plus, trading on testosterone: A former Wall Street trader turned Cambridge scientist tells us about the psychology of risk and the difference between winning and losing millions. And, building a future in Gaza: The Gaza Strip has seen its share of hard times in recent years, through war and an Israeli economic blockade. Despite that, Gaza's economy is on track for more growth this year, mostly driven by aid, but also by construction. The times are good for developers, but so many families still cannot afford a decent home. Al Jazeera's Melissa Chan looks at the skyrocketing property prices in Gaza.</itunes:summary>

<itunes:summary>Before this week you may never have heard of Libor. But thanks to the actions of a 322-year-old British banking institution it has been all over the headlines, and for all the wrong reasons. This week on Counting the Cost we are focusing on Barclays, which in the space of a few days lost its CEO, its chairman - and perhaps its reputation too - after British and US regulators fined it $453m for manipulating the Libor rate. Can trust in British banks be restored? What is the role of regulators in the scandal? Also on Counting the Cost: Laura Kyle is reporting on Burkina Faso's Gold rush. The African nation is in the grip of a regional drought and while a poor harvest and rising food prices are leaving millions hungry, heavy foreign investment has prompted a resurgence in the country's gold mining industry. And worse still, thousands of those affected by the drought - including children - are now working in illegal pits that have sprung up on the edge of official mines. We are also looking at Mexico's elections, and leaving aside the dispute over the vote, there is a new face to watch at the top. Enrique Pena Nieto, Mexico's new leader, tells us how he plans to shake up the Mexican economy.</itunes:summary>

<title>Is Mongolia over-reliant on its resources?</title>

<itunes:subtitle>With parliamentary elections ahead, we look at how to stop Mongolia's resource-led boom from becoming a bust.</itunes:subtitle>
<itunes:summary>This week on Counting the Cost Al Jazeera's Steve Chao travelled to Mongolia. Despite being surrounded by global powers such as China and Russia, Mongolia is no economic backwater. The vast country is rich in resources with deposits of coal, copper, and gold worth an estimated $1.3 trillion.

On the back of these resources the country saw over 13 per cent growth in 2011 and in the same year spending rose by 56 per cent. However big growth and spending inevitably sparks high inflation and Mongolia is no exception, with 11 per cent inflation in December.

So is it all too much, too fast? And is the Mongolian economy over-reliant on these natural resources? To answer these questions Counting the Cost spoke to Tsakhiagin Elbegdorj, the Mongolian president.

He says: "Most of our growth is actually coming from mining and we would like to make our economy like a rainbow-coloured economy, you know, now Mongolia's economy is mostly one colour and we would like to have more colours. Of course I have a message to foreign investors: Do not see Mongolia as a single mining business country, there are many opportunities... Mongolia can be a great hub between Russia and China in this region - an infrastructural hub, financial hub, high-tech hub, we have the potential."</itunes:summary>

<itunes:summary>Counting the Cost host Kamahl Santamaria travelled to Kiel in Germany for 'Kieler Woche' – the biggest sailing regatta in the world. Not only was it a spectacular event, it was a huge convergence of sport and technology.

Sailing Team Germany has brought German corporate giants Audi and SAP on board to assist with its training programme for London 2012. Kamahl spent the day with SAP co-CEO Jim Snabe, talking to him about how SAP is offering the German sailors real technology rather than just sponsorship money.

They also held a lengthy discussion about the state of the German and eurozone economy, and why Germany has managed to survive the crisis better than others. A 20-year veteran of SAP, Snabe spoke of the need for innovation and apprenticeships to keep employment chances alive for young Germans.</itunes:summary>
